Repealed
The 18th Amendment to the United States Constitution is notable because it has been the only amendment that has been repealed (by the 21st Amendment). The 18th, of course, outlawed alcohol and lead to prohibition from 1920 to 1933. The image, unfortunately, is consistent with fetal alcohol syndrome. Note the short palpebral fissures, smooth philtrum, thin upper lip, “Hockey stick” configuration of the upper palmar crease, and railroad track ear.
