seems like an improvised pelvic belt, when open book fractures are suspected in trauma patients
yep! its one of several ways to reduce blood loss

The image shows external stabilization of a pelvic fracture, which decreases pelvic volume, promotes tamponade of venous bleeding, and reduces shifting of bony fragments. It is especially used in open book pelvic fractures.
